Details:

"Singleton" format usually refers to either a deck-building rule in Trading Card Games (TCGs) where players are allowed only one copy of any given card (except basic lands), or a software design pattern that ensures a class has only one instance while providing a global access point. 

In the Pokémon Trading Card Game (TCG), a singleton format (often called "Highlander") is a deck-building rule where you can only include exactly one copy of any individual card in your deck. The only exception to this rule is Basic Energy cards, which can still have multiple copies to power your Pokémon.
